Bilateral Relations –Partners

Bilateral relations between the Norwegian and Romanian national public authorities competent on asylum and migration management shall be strengthened, by means of project strategic cooperation objectives, with the aim of stimulating and developing long term cooperation within all areas/intervention field tackled.

The main partner on the asylum and migration component of the programme is the Norwegian Directorate of Immigration (UDI).

Based on longstanding experience as DPP to the migration programme in Greece during the outgoing financial period, UDI is prepared to act as DPP to programme area 18 Asylum and Migration of the Romanian Home Affairs program.

Moreover, GII and UDI cooperated in the past, through the implementation of actions financed under the programme Capacity building and institutional cooperation between Romanian and Norwegian public institutions, local and regional – Norwegian Financial Mechanism 2009-2014, which aimed to enhance the practical cooperation and to improve procedures on the admission and stay/residence of third country nationals/EU/EEA and members of their family in Romania.

In this project, UDI will be involved in the implementation of the proposed actions, providing its expertise in these field of asylum and migration both during the training session in the field of management crisis,  identification and assistance for vulnerable cases, process of using country of origin information (COI) and developing dedicated working instruments, implementation of EASO training Curricula modules at the national level as well as during the the study visits, and best practices exchanges, that GII and national partners experts will perform in Norway which will focus on legal representation of unaccompanied minors, IT &C, managing transit centers, migration management and crisis management.

In addition to the expertise provided by own experts, UDI identified other Norwegian related partners, which will act as secondary partners in the project – National Police/Immigration Service, County Governor of Oslo and Viken, Norwegian Document Identification Centre,

The partnership between GII and UDI, in implementing the common project activities, will lead to a better cooperation strategy in this area, networking experts and exchange of knowledge between them, and thus contributing to the overall objective of strengthening bilateral relations between Romania and Norway.

Norwegian parteners

[LM1] 

The Directorate of Immigration (UDI) is the central agency in the Norwegian immigration administration. The UDI implements and helps to develop the government’s immigration and refugee policy.

The UDI is tasked with facilitating lawful and desirable immigration and ensuring that those who meet the requirements are given an opportunity to come to Norway.

At the same time, however, UDI has a control function and is tasked with preventing abuse of the system.
Also is mandated to process applications for protection (asylum), visitor’s visas, family immigration, residence permits for work and study purposes, citizenship, permanent residence permits and travel documents, including in terms of making decisions on rejection and expulsion.

In addition, UDI is responsible for ensuring that all asylum seekers are offered somewhere to stay while they wait for us to process their applications, and for finding good solutions for those who wish to return to their home countries.

[LM2] 

The County Governor is the chief representative of King and Government in the county, and works for the implementation of Storting (Parliament) and central government decisions.  
In Norway, people meet the public sector in most walks of life. The most important administrative level, is the municipality, or local government. They are responsible for the basic services of society. The County Governor explains central policy documents in the local context, being aware of each municipality’s ability to provide. Experts from the County Governor ’s office supervises local activities, advise and instruct – with due respect to the political judgement of the local government. 
In so doing, the County Governor acts as a guardian of civic rights. The County Governor may look into local decisions regarding the rights of any individual in the fields of health and social care, education, building and planning, and may change the decision to the benefit of the individual.

The Norwegian Country of Origin Information Centre – Landinfo is an independent body within the Norwegian Immigration responsible for collecting, analyzing and presenting country of origin information to the Norwegian Immigration Authorities.

Landinfo provides information to the Norwegian Ministry of Justice and Public Security. Landinfo users, the decision makers within the Norwegian Directorate of Immigration (UDI) and the Immigration Appeals Board (UNE), use the information when making decisions in non-asylum and asylum cases.

According to this mandate, Landinfo does not participate in the actual decision making process, and we do not express any opinion on whether it is safe for an individual person to return to a specific country or area. Nor do we give advice on what should be the outcome of a case, or interfere in how the information we provide is interpreted against applicable legislation.

[LM4] 

The Norwegian ID Centre is an independent administrative body under the Norwegian Police Directorate that aims to strengthen and support the immigration authorities and police in their ID work – such as establishing the identity of new arrivals to the country or foreign nationals applying for residency.

The recommendations of the Norwegian ID Centre support the work of the authorities in cases of deportation, where deportees do not possess a residency permit for Norway.

National Parteners

General Inspectorate of Border Police [LM1] (GIBP) acts according to the provisions of Government Emergency Ordinance no. 104/2001 and is a single authority responsible for border control at all Romanian borders with centralized organization at national, regional and local level.

RBP represents frontline public authority for registration of asylum applications, processed by GII in border control point procedure, for requests on granting international protection by migrants crossing Romanian border. 

The Romanian Border Police is involved in the implementation of the project due to their attributions and expertise, conducting support activities for document verification, case handling and establishing the status of migrants in Romania and will contribute with an extensive background in the field.

Police Academy “Alexandru Ioan Cuza” [LM2] is the military institution of higher education with university autonomy, subordinated to the Ministry of Home Affairs. Acting as a is a public institution of higher education accredited integral part of the national university, with legal personality, the Police Academy has distinct structural elements responsible for organizing and conducting study programs.

Under the premises of the Police Department within the Academy, starting 2012 two specialized classes for immigration with 29 students had been created. After graduation, they represent future immigration officers with dedicated competences and qualifications.

Romanian Intelligence Service [LM3] – follows the mission for protecting democratic values and promoting the national interest of Romania and of its allies in order to ensure national security, the observance of civil rights and freedoms and the defense of the rule of law. SRI takes steps to prevent and counter espionage, terrorist and cross – border organized crime activities that, by nature and extent, affect national security.

In addition to the main partners, the General Inspectorate of the Romanian Police [LM4] and the National Agency Against Trafficking in Persons [LM5] will be involved within the project, specialized structures within the Minister of Interior, whose specialists will benefit from the training in various fields within the project.
